Penquin Village is a fictional location from Akira Toriyama's manga Dr. Slump. It also made a bief cross-over appearance in Dragonball.

When Goku was being chased by General Blue, they ended up in this weird looking place. As part of the cross-over, the Dr. Slump character Arale also showed up in this episode, defeating General Blue in a fight, saving Goku.
