Android 16 is a fictional character from Dragonball Z.
[edit] Plot involvement
He was created by Dr. Gero, but not activated by him as he was deemed a failure, however he is later activated by Android 17 and Android 18. He describes himself as being "made from nothing" which indicates he was not a human once like the #17 and #18 used to be. His only mission is to defeat Goku and other than that he is very peaceful and likes nature. During the Cell Games, #16 attempts to destroy Cell, using a bomb that was originally implemented into his being. However, the bomb was removed when Bulma and her father repaired him after sustained damage at the hands of Cell. When Cell realizes #16 can no longer perform self destruction, he takes advantage of #16's shock, and seemingly kills the peaceful android. Not much later however, #16's head was revealed to still be in tact, and he attempts to convince Gohan to let his anger take control, and protect the world he loved. Ultimately, Cell crushed #16's head. He is never again seen afterwards.
